With over three decades of leadership across government, business, and the non-profit sector, I now bring that experience to help others lead with clarity, confidence, and impact.

As a former Member of Parliament and Parliamentary Secretary in key federal portfolios, I spent years navigating complex policy environments, building consensus, and advancing community-driven initiatives across Northern Ontario and Canada. My background also includes senior executive roles in telecommunications, education, and social services — always focused on operational excellence, equity, and measurable results.

Before entering public service, I founded and operated PhoneNet Communications and later served as District Manager at EastLink, leading broadband expansion and service modernization throughout Northern Ontario. I continue to build on that experience today through my recent appointments to the Board of Governors of the Université de Sudbury and to the Board of Directors of the Northern Policy Institue and Blue Sky Net, a Northern Ontario broadband and technology organization advancing regional digital connectivity.

Today, I lead Serré & Associates / Associés, offering personalized bilingual support in:

  • Governance & Board Consulting – Strengthening accountability, roles, and performance
