Marc G. Serré’s international work is grounded in a practical style of parliamentary diplomacy: building relationships, sharing solutions that work in real communities, and turning big global conversations into useful takeaways for Northern and rural Canada.

A key part of that work was his leadership in the Americas and the Caribbean through ParlAmericas. Marc served as Chair of the Canadian Section of ParlAmericas (February 5, 2020 to March 26, 2025), helping strengthen ties between parliamentarians across the hemisphere, including through ParlAmericas’ networks on open parliament, climate change, and gender equality. ParlAmericas brings together parliamentarians from 35 countries across the Americas and the Caribbean, which reflects the scale of the relationships and issues involved. Marc also served at the international level as a chair of the ParlAmericas Corporation Board of Directors (North America).

Marc’s international engagement also includes high-level summits and multilateral forums. In November 2024, he attended APEC Economic Leaders’ Week in Peru, including the APEC Economic Leaders’ Meeting held November 15–16, 2024, focused on cooperation across APEC’s 21 member economies. He also attended the G20 Leaders’ Summit in Rio de Janeiro, Brazil, where leaders’ meetings took place November 18–19, 2024. Earlier, he attended the 8th Summit of the Americas in Lima, Peru (April 13–14, 2018) and the 9th Summit of the Americas in Los Angeles, USA (June 8–10, 2022).

Marc has also maintained sustained engagement on gender equality and social inclusion through the United Nations. He attended the UN Commission on the Status of Women at UN Headquarters in New York, including CSW61 (March 13–24, 2017) and CSW62 (March 12–23, 2018), global sessions focused on advancing women’s economic empowerment and the empowerment of rural women and girls.

On security and transatlantic issues, Marc participated in the NATO Parliamentary Assembly’s 63rd Annual Session in Bucharest, Romania (October 6–9, 2017), contributing to committee discussions and parliamentary dialogue on defence and security priorities. He also participated in Canada–U.S. interparliamentary engagement, including work through the Canada–United States Inter-Parliamentary Group and U.S. visits and conferences that bring Canadian parliamentarians together with U.S. federal and state-level counterparts in Washington, Boston, Edmonton and Victoria, British Columbia.

Francophonie engagement has been another consistent thread in Marc’s international work. He participated in Francophone parliamentary cooperation, including the Parliamentary Assembly of La Francophonie’s Commission on Education, Communication and Cultural Affairs meetings in Cotonou, Benin (May 3–4, 2017). This connects directly to his long-standing commitment to the Francophone cause in Ontario and in Canada: strengthening French-language institutions, protecting minority-language rights, and building practical bridges between communities, governments, and institutions.

Marc’s international work has also included institution-building beyond the parliamentary conference circuit. Working alongside Dr. Kevin McCormick, he helped launch the Peruvian Canadian Institute and served as the co-founding Chair of the Institute’s Advisory Council, supporting stronger Canada–Peru relationships through education, dialogue, and cross-sector engagement.

This international experience complements Marc’s work in telecommunications, governance, and public service. It is hands-on experience in building trust, understanding complex governance environments, and finding workable paths forward when priorities collide. Through Serré & Associates / Associés, Marc brings that same approach to organizations and communities: connect the right people, clarify the choices, and deliver practical results, especially in Northern, rural, and bilingual settings.
