Marc G. Serré appointment to the Board of Directors, Blue Sky Net

Serré & Associates / Associés is pleased to share Marc G. Serré’s appointment to the Board of Directors of Blue Sky Net, a Northern Ontario organization that brings together internet service providers, communities, and governments to expand broadband access and improve regional connectivity.

Marc’s connection to broadband and regional infrastructure is both professional and long-standing. Before entering public service, he founded and operated PhoneNet Communications, a telecommunications consulting firm focused on practical solutions for organizations, including rural connectivity challenges. He later served as District Manager at EastLink, where he led regional operations and supported broadband deployment, service expansion, and customer service modernization across Northern Ontario. His telecom experience also includes leadership through major industry change, where community expectations, infrastructure realities, and service performance all intersect.

Marc’s perspective on broadband also reflects a broad leadership background across the public, private, and non-profit sectors. He has held senior roles in education and community services, including as Director at the Canadian Hearing Society, and has taught and supported learning and accessibility initiatives in post-secondary settings, including Collège Boréal. He understands how connectivity affects real-life outcomes: economic development, small business growth, education and skills training, health care access, public safety, and municipal service delivery.

As a former Member of Parliament (2015–2025) and Parliamentary Secretary in key federal portfolios, Marc regularly worked with municipalities, industry partners, and community leaders on the practical barriers that slow broadband expansion in Northern and rural Canada. Today, as CAO and Clerk for the Municipality of Markstay–Warren, he sees those challenges from the ground level as well, where reliable connectivity is essential for emergency readiness, modern administration, economic growth, and residents’ quality of life.
